Back in Virbank City, Ash and his companions encounter Halsey, the leader of a rescue team that includes his two Frillish, Dewott, and Watchog. N expresses his concerns about Pokémon risking their safety for humans, particularly questioning the role of Watchog, whom he believes isn't suited for such dangerous tasks. This sparks a conflict between Halsey and N, but they must set aside their differences when a fire erupts at the Industrial Complex in Virbank City, forcing them to work together in a time of crisis.
