When the new manager of the employment exchange, Bradshaw, claims that he can assist anyone, seasoned employee Hooper eagerly hands over the seemingly hopeless case of Frank Spencer. With a history of constant mishaps and a rather dubious qualification of having completed a 25-meter breaststroke after attending various schools until age 11—without actually taking any classes—Hooper feels justified. However, Frank is outraged, and Bradshaw remains determined to help him, wagering he can keep a job for a week. The only way to prove this is to hire Frank himself, but that decision turns out to be far more perilous and costly for everyone involved.
