In a surprising twist, guest star Ray Liotta steps in for Major Monogram to assign Perry his latest mission. Meanwhile, Dr. Doofenshmirtz concocts a scheme to humiliate his brother by using his 'Chicken-Replace-inator' to swap Roger's prestigious mayoral award with a nearby chicken.
