The Island of Sodor faces a water crisis, leaving Percy frustrated as he can't enjoy his usual washdowns. Quickly becoming grimy, he comes up with a plan to transport sugar to the Chocolate Factory, thinking it will keep him clean. However, an oil leak on the route to the factory turns his hopes upside down, leading to a messy situation that he never anticipated!
