Episode Overview

After the body of C.I.A. Agent Clayton Webb is discovered on a burning ship, Harm and Mac embark on a mission to find his killer, only to stumble upon a clandestine government spy organization. As they retrace Webb's last movements, they uncover that he was involved in a covert operation to deliver a cutting-edge weapons project to the right people before he was silenced. However, they soon find themselves confronted by Harm’s old rival, ex-C.I.A. Agent Clark Palmer, who is now aligned with the rogue agency and is willing to go to any lengths, including attempting to kill Harm, to seize the classified project.
