Harm and Mac head to Bahrain to investigate whether a female Marine discovered on a terrorist boat that assaulted a U.S. Navy destroyer was forced to assist her captors or acted willingly. Sgt. Joan Steele, who was abducted by terrorists a month prior to the incident, claims her actions were meant to thwart their plans. However, Harm, her attorney, finds her story hard to believe. CIA Operative Clayton Webb enlists her help to locate a terrorist plotting to bomb another American target in the next 48 hours, and Steele agrees. But when she mysteriously vanishes, Harm's doubts are confirmed, putting a bus full of American children in jeopardy.
