As 1998 winds down, Dick feels anxious about not having achieved anything meaningful throughout the year and is determined to make his mark before it ends. Meanwhile, Officer Don finds himself frustrated with Sally after she charms him into securing tickets for the exclusive Starlight Room, only to backtrack once he succeeds. At Happy Doug's bar, Harry and Tommy are gearing up for a wild New Year's celebration, and Harry enlists his old night school pals, Larry and Mrs. Deguzman, but they prove to be more of a burden than a help.
