Frustrated by the condition of Hooterville's dirt road, Oliver discovers that funds allocated for its paving have been sitting unused for thirty years. Unwilling to let this issue slide, he heads to the state capitol to push for action. His efforts seem futile until Lisa brings up the influential hot dog vendor, Big Joe Haney, which piques interest and opens new doors for his cause.
