In 1990, a clown, while delivering flowers and balloons, shoots a woman in her home. With little evidence and no obvious reason for the attack, detectives embark on a quest to find the elusive killer clown. Despite their efforts, the perpetrator manages to evade capture for three decades before finally being identified.
