Robbins goes against Ness's directives to dig into Capone's ties to a scheme aimed at taking control of Chicago's railroads. Under pressure from Bureau of Investigation agent E.Q. Johnson, Robbins urges Ness to look into the suspicious murders of two railroad police officers. However, Ness declines, preferring not to engage with the Bureau or shift focus from Capone's activities in Florida. Meanwhile, Nitti is also keen on the railroads but struggles to get Capone's attention. Believing he has stumbled upon a golden opportunity, Nitti secretly partners with a gangster named Drenik to bribe Lewis, a dubious foreman, to run for the leadership of the railroad workers' union.
