Episode Overview

Green and Cassady are on the trail of Leon Vorgitch, a mass murderer who has just broken out of prison. They track him down to a school where he has taken a group of hostages. In a shocking turn of events, Vorgitch opens fire on several innocent children before surrendering to the authorities. McCoy is furious at his refusal to negotiate, realizing it only prolongs his chances of escaping again. Meanwhile, when the father of one victim takes matters into his own hands, he inadvertently becomes a pawn in a local politician's campaign. McCoy and Rubirosa work to dissuade Robert Purcell from becoming a political scapegoat.
