Lyle Bolton, the ex-head of security at Arkham Asylum, takes on the persona of Lock-Up and abducts Commissioner Gordon and Mayor Hill. He blames them for the escalating crime wave in Gotham City, believing that their leadership is responsible for the chaos engulfing the streets.
