Oliver remains at a loss on how to mend his relationship with Laurel, but a heartfelt late-night chat with Thea sparks an idea. While investigating a dubious murder case, he discovers that an innocent man named Peter Declan has been wrongfully accused by someone on his target list. As Arrow, he seeks Laurel’s assistance in clearing Declan's name. Meanwhile, Walter enlists the help of his employee, Felicity Smoak, to investigate a $2.6 million withdrawal that Moira made without informing him.
