President Bartlet takes a tough stance to halt the genocide in Kundu. Following the resignation of the entire speechwriting team, Will scrambles to create tax policy speeches with the help of Elsie and some novice interns. Their trip to California for Sam's campaign begins on shaky ground, as Sam insists that Bartlet not delay the Democratic response to the Republican tax plan, fearing it could jeopardize the campaign. Meanwhile, Toby and Charlie find themselves arrested while defending Andy against a drunken assailant. Ultimately, Bartlet dismisses Sam's campaign manager and appoints Toby in his place.
