A 15-year-old Iranian leader's son requires a heart transplant in the United States, but the only available surgeon is a known adversary of the Iranian regime. Meanwhile, the Senate minority leader threatens to derail the President's legislative plans, suspecting that Hoynes is engaging in political tactics for the upcoming Presidential election. In a separate storyline, Toby extends a Cabinet position to a Congresswoman, only to find himself compelled to retract the offer.
