Toby enlists Jed's backing to take advantage of a contentious chance to protect Social Security, but is restricted by Jed's order to keep everything confidential. Meanwhile, C.J. attempts to satisfy the insatiable press on an excruciatingly dull news day by meeting with an attache to discuss cabbage imports and has some fun with an oblivious reporter. Josh's idea to assist Will with Bob Russell's presentation issues, combined with a relentless reporter, jeopardizes Toby's efforts to negotiate on Capitol Hill. Rina bonds with Donna, which bothers Josh, but Toby is ultimately spared from disaster when Josh and Jed devise a solution to salvage his deal.
