Santos devises a strategy to push a dormant stem-cell legislation to the House floor for a vote. Meanwhile, President Bartlet faces an awkward encounter with an economist, with whom he once shared a Nobel Prize. A band of underage youths attempts to persuade Toby that they should be granted voting rights. Additionally, Kate works to settle a trivial disagreement with Canada to prevent it from escalating into conflict.
