Hoynes announces his candidacy for president and invites Josh to be part of his campaign team. Meanwhile, Jed's health declines. Toby and Kate are tasked with managing protocol discussions with Chinese officials regarding the upcoming summit, which is thrown into disarray when Jed inadvertently accepts a Taiwanese flag during the National Prayer Breakfast. Bernard, embracing his new role as head of the Gifts Unit, gives Charlie a tough time about retrieving the flag for its return. Josh faces challenges from a pro-Taiwanese senator who is adamant about their independence. Bob Russell disrupts an Oval Office photo opportunity with the governor of Pennsylvania, who is also a potential presidential contender.
