Barney fears for his job after mistakenly issuing a parking ticket to the governor's vehicle. As he discovers that the governor plans to meet with him regarding the incident, his anxiety leads him to continuously fill his cup at the water cooler. Unbeknownst to him, Otis has secretly added alcohol to the water, complicating Barney's situation even further.
