When a town is slated to be transformed into a reservoir, one stubborn resident stands his ground, unwilling to leave. His granddaughter, concerned for his well-being, is determined to move him to a nursing home. Meanwhile, Howie is dealing with his unruly remote-controlled tank. Complicating matters further, a group of bikers has surrounded the town, trapping everyone inside and escalating the tension.
