Taylor travels to Romania on a covert mission to rescue a child. Just as the child trafficking ring faces exposure, the suspects attempt to flee. Meanwhile, baby trafficker Reggie Hansen decides to testify in court. Creegan is shattered when Annie Jordan is shot and killed by the deranged Mark Hawkins while sitting in the passenger seat of his car. Now, Creegan is faced with a difficult decision: seek revenge for Annie or prioritize bringing Hawkins to justice.
