Annie Pendry, who has recently lost her husband, seeks Harm's assistance when her son, Josh, sees a murder during a school visit to Andrews Air Force Base. Following a drive-by shooting that puts both Harm and Josh in danger, Harm invites Annie and Josh to stay in his apartment, integrating them into his world. As Harm investigates, he uncovers connections between the initial murder and the shooting, both linked to a dangerous international arms dealer. The situation escalates when Josh is kidnapped by the dealer, who aims to eliminate him as a potential witness.
