Episode Overview
Perry advocates for a community organization during hearings regarding a new aqueduct intended to honor county engineer William Harper Caine. He successfully obtains a stop work order to investigate a specific area of the proposed site for a possible underground spring. Later on, Caine finds himself in a bind when he's implicated in the murder of Roger Quigley, the main contractor for the project, and turns to Perry for assistance.
