While Hooker and Romano witness a cocaine transaction and step in, they are taken aback to discover that the dealer is a seemingly ordinary family man with a clean record. With assistance from Hooker's former love interest, a reformed gambling addict, they uncover a shady scheme orchestrated by a corrupt gambling club owner. The owner manipulates club members into accumulating massive debts through fixed games, ultimately coercing them into making drug deliveries to settle their financial obligations.
