The Lone Ranger and Tonto reach Border City to meet with his discreet banker, George Wilson. Wilson reveals that the situation has deteriorated, as Edward Ashton, a notorious criminal, has been gradually seizing control of the town. Realizing the urgency of the matter, the Lone Ranger resolves to take action and put an end to Ashton's reign.
