In April 1931, in New York City, gangster Larry Fay, a protégé of Al Capone, has tightly controlled the milk industry by forming a monopoly with local milk companies. During the Great Depression, when many workers earned just 30 cents an hour, he raises the price of milk from 10 cents to 13 cents per quart, pocketing an extra 2 cents for himself with each sale.
