By the summer of 1933, Chicago is drowning in a surge of criminal activity. In response to the growing public demand for change, Willard Thornton is designated as the new commissioner tasked with restoring order. During a press conference, he smugly declares that his office does not openly criticize any law enforcement agencies, even though his tone suggests otherwise. Standing beside him is Eliot Ness, who appears particularly grim. Ness and his team conduct a raid, uncovering a stash of heroin hidden away in a secret location.
