Episode Overview
On May 14, 1931, Eliot Ness and his team observe that the major crime figures are departing Chicago. Frank Nitti has headed to Atlantic City, and both Bugs Moran and Jack Diamond have followed suit. Ness remarks, "The rats are leaving the ship," sensing their urgency to evade the city before a significant hit occurs. Unbeknownst to Eliot, he has become the intended target in this dangerous game.
