During the town's 500th anniversary festivities, Binghamton attempts to have a visiting psychiatrist deem the 73 Crew unfit for service. This puts pressure on the newly-appointed 'King of the Festival' to devise a strategy to maintain the unity of his Crew and outsmart The Captain in the process.
