Charlie and Caitlin's clandestine romance is exposed when they are filmed having intimacy in the Mayor's office. Meanwhile, Carter is excited to welcome a foster child into his life, but his confidence is shaken when he realizes Paul is more adept at caring for the baby. Feeling disheartened, Carter receives guidance from the Mayor, who encourages him to embrace his paternal side and find his own parenting strengths.
