An armored truck detonates on a freeway overpass, showering a nearby impoverished neighborhood with hundreds of dollar bills. Ellison and Sandburg dive into the investigation, but the only witness, Marcus Watson, has mysteriously disappeared, and the locals in the area refuse to return any of the cash they collected.
