His efforts to implement numerous safety measures lead to an overabundance of precautions, which ultimately disrupt the fun atmosphere of the place. As he obsessively enforces rules, the guests start to feel stifled, prompting a conflict between Octo's intentions and the lively spirit of the Banana Cabana.
