Driven by his insatiable greed, Kao Chiu devises a scheme to topple Prime Minister Chi Ching. He claims the Prime Minister is negligent in tax collection and joins forces with Lord Chu and his trio of warrior sons. They launch attacks on multiple tax caravans heading to the capital, deliberately marking their crimes with Liang Shan Po's flag. With the honorable rebels of the Water Margin now under suspicion, Lin Chung is tasked with uncovering the truth, but Kao's henchmen are ready to confront him at every turn.
