Captain Edward Hanna was once an exemplary police officer, but his reckless behavior has earned him the moniker 'The Mad Hatter.' When Officer Jim Shanley turns up dead after making allegations against Hanna, Sergeant Jerry Reese becomes the prime suspect. The evidence seems stacked against him, particularly in the eyes of Shanley's partner, Donna Dawson.
