William Frank Ryan (May 21, 1949 – November 19, 2021) was a distinguished American voice actor, writer, composer, and producer celebrated for his contributions to the entertainment industry, particularly through his musical storytelling about the American West. In the late 1970s, Ryan formed a comedic duo with Phil Baron, performing as Willio and Phillio. Their engaging act garnered attention on television, radio, and college campuses across the United States.

Ryan's versatility shone through in his partnership with Baron, where they voiced beloved characters Teddy Ruxpin and Grubby the Octopede in the iconic Teddy Ruxpin series, both in audio format and the 1987 animated television show. Transitioning to California, Ryan lent his voice to numerous Disney projects, notably voicing Rabbit, Tigger, and Eeyore in the cherished series Welcome to Pooh Corner, as well as Barnaby the Dog in Dumbo's Circus.

Since 1987, he became a prominent figure in the radio drama Adventures in Odyssey, portraying a range of characters, including Eugene Meltsner. Ryan’s voice work extended to various animated features, including the original Petrie in The Land Before Time and Digit in An American Tail.

In addition to his voice acting, Ryan led the musical group Will Ryan and the Cactus County Cowboys, blending humor with music. His variety show, Will Ryan's Cactus County Round-Up, has been a fixture in Southern California since 2008.
