Tarmo Männard, born on January 11, 1968, is a prominent Estonian actor renowned for his diverse contributions to the performing arts. His early education began at the Valentina Tereshkova kindergarten in Tallinn, followed by studies at various secondary institutions, including the 39th Secondary School and the Keila-Joa Sanatorium Forest School. Männard honed his acting skills at the Tallinn Pioneers and Koolinoorte Palace Theater Circle and furthered his training at the Estonian Music Academy's Higher Performing Arts School from 1990 to 1994 under the guidance of Ingo Normet.

Throughout his career, Männard has taken on various roles, both on and off stage. He worked as a window washer and a recording equipment mechanic at Tallinnfilm, alongside his service as a waiter at the Soviet Army Pigalle. His acting career flourished at the Tallinn City Theater from 1994 to 2001, followed by a significant tenure at NUKU Theatre from 2002 to 2018. Since then, he has embraced freelance opportunities, notably founding Nipi Mängumaa, where he continues to create and perform.

Männard's versatility as an actor is showcased in productions like Kellerteatr's "School of Horrors." In addition to his artistic pursuits, he briefly ventured into politics in 1995, running for the VIII Riigikogu as part of an electoral alliance but did not secure a seat.
