Plot

A notorious fugitive known as "Helios" teams up with his accomplice to steal uranium, intending to manufacture weapons of mass destruction for a deal with a terrorist group in Hong Kong. Chief Inspector Lee Yinming and Inspector Fan Kaming head the Counter Terrorism Response Unit of the Hong Kong Police Force.
