Plot

In the chilling winter of 2117, chaos erupts when a runaway vehicle slams into the Public Safety Bureau Building. The driver, Izumi Yasaka, works as a psychological counselor at the Sanctuary, an isolation facility for latent criminals in Aomori Prefecture. Just as an interrogation is about to commence, Inspector Mika Shimotsuki and Enforcer Nobuchika Ginoza are ordered to swiftly transport Yasaka back to Aomori. Their journey soon reveals a deceptive utopia, raising questions about morality and justice within a meticulously controlled society.
