ILYA and GYORGI, two ruthless Russian mobsters, pressure Boardwalk vendors for "protection fees," leaving the frightened vendors too scared to report them to the Bike Patrol. When ED TARLOW, a store owner in a wheelchair, suffers an attack, he reluctantly agrees to testify. Palermo assigns T.C. and Cory to safeguard him, but T.C.’s bias against Ed’s troubled past and anti-cop stance threatens the entire case. Meanwhile, Chris suspects that a group of karate-trained teenagers is behind a string of beach assaults. Among them, CARA struggles with their vigilante actions and is torn when her friends question her commitment.
