Tom Young (Peter Flemming) from the Department of Health arrives in a small Pacific Northwest town to investigate an old case file, only to find that the community has been trapped in the past. A devastating tragedy twelve years earlier claimed the lives of many children, leaving the residents hopeless and resentful, particularly towards the medical field for failing to save their loved ones. Dr. Malcolm Boussard (Lane Smith), the town's physician, feels the weight of their anger, especially since his own children survived the epidemic—his son Louis (Brad Swaile) remains in a coma, while his daughter Cassie (Rachel Leigh Cook) struggles with learning disabilities, expressing herself through her abstract art. As Tom uses hypnosis on Cassie, he uncovers a memory that hints at something otherworldly.
