At the foot of a towering building, Speed and his friends witness Twinkle Banks, the dazzling star of the Universal Circus, take a daring dive from the rooftop. Later at the circus, they see Twinkle behind the wheel of a racecar, executing thrilling stunts. However, overwhelmed by the pressure of maintaining speed, she faints, and Speed quickly comes to her aid. While Twinkle recuperates, her father, a clown, confides in Speed about their financial struggles to keep the track safe, prompting Speed to make a generous donation. Soon after, he and Trixie hear on the radio that Twinkle plans to drive across two ropes over Niagara Falls. Concerned about the fierce winds, they rush to stop her. Meanwhile, Cornpone Brush, who funded the stunt, insists to the clown that Twinkle must proceed despite the dangerous conditions.
