Episode Overview

Footage of the gruesome helmet murders spreads online, leading to more criminals donning the helmets and carrying out increasingly brutal acts in public. This sparks a wave of vengeful outrage from the populace, who feel compelled to act in self-defense. In response, the MWSPB is deployed to quell the chaos. Meanwhile, Kogami realizes that the riots are a diversion meant to pull law enforcement away from the Nona Tower facility of the Health and Welfare Ministry, where the Sibyl System resides. As Makishima and his crew infiltrate the tower, Kogami, Akane, and Shuusei rush to the scene.
