Episode Overview
With Makishima in custody and the riots quelled, Kogami can't shake his concerns about how Makishima will be assessed and where Shuusei might be. Later, Kasei informs Ginoza that the MWPSB has lost control over Makishima's case, instructing him to track down Shuusei, much to the frustration of both Ginoza and Kogami. Soon after, Kasei confronts Makishima, revealing herself as Kouzoborou, who shares a cybernetic existence with her. He discloses the reality of the Sybil System, a network of supercomputers formed from the brains of criminally asymptomatic people like Makishima. Despite Kouzoborou's offer to join the System, Makishima declines, kills him, and escapes from the transport meant for the Ministry of Welfare, briefly reaching out to Kogami about his freedom.
