Episode Overview
Ginoza realizes he's not cleared to investigate the crash site of Makishima's carrier, prompting Kasei to redirect him to focus on recapturing Makishima and to remove Kogami from the case. Kogami grows suspicious, sensing there's more to Kasei's orders than meets the eye. In agreement, Ginoza arranges for Kogami to join Division 2, which is tasked with locating Shuusei. However, Kasei intervenes, attempting to persuade Ginoza to eliminate Kogami. Fortunately, Akane intervenes and incapacitates Kasei with the Paralyzer. Once awake, Kogami borrows a helmet from Shion and retrieves safehouse keys from Masaoka, leaving a note for Akane that his only chance to stop Makishima is to operate outside the law.
