Leary pushes Byron Mercer, Penny's father and a refined industrialist, to bring his crew on board for a cable-car track project, even though Mayor Blake hasn't officially given Mercer the contract yet. Meanwhile, Ah Sahm finds himself ostracized by the Hop Wei after being accused of assault and facing even graver charges, leaving his future uncertain and dependent on an unlikely supporter. Buckley encourages Mai Ling to abandon caution and initiate a conflict with the Hop Wei.
