Episode Overview
Empire City finds itself in turmoil when Big Boss proclaims that he owns the city and has the president imprisoned in a cage. The citizens are coerced into submitting to his demands, facing exile if they hope to see their leader again. Meanwhile, Big Boss aims to imprison the C.O.P.S. as revenge for their previous captures of criminals. However, their time in confinement is short-lived. With the assistance of Agent Belson and his team, the C.O.P.S. manage to break free, setting out on a mission to rescue the president and restore order to the city.
