Harm takes on a delicate case as a new Secretary of the Navy is sworn in, and a fresh JAG Officer joins the team. Upon taking office, SecNav Sheffield selects Lt. Cdr. Tracy Manetti, a Harvard Law graduate, to work alongside Adm. Chegwidden. Tracy’s first task is to support Harm in a negligent-homicide trial involving Lt. Reynolds, a SEAL. During a guerrilla wargame in rural Virginia meant to assess unconventional warfare tactics, Reynolds ignored police signals, resulting in a high-speed pursuit that ended tragically with the death of a deputy.
