Oliver inadvertently gives the people of Hooterville a reason to claim over $500,000 from the IRS illegally. The townsfolk believe they simply need to report their losses, unaware that they must first file their taxes. In the end, to recoup its money, the IRS ends up funding Haney's monkey racing track.
