The Scarecrow has become quite dim-witted, mumbling and wandering aimlessly around the patchwork dressmaker known as Patchwork Girl. Suspecting that Patchwork Girl might be a witch, Wilhelmina decides to capture her in hopes of uncovering the mystery behind the theft of intelligence.
