Upon discovering that Zoey has been abducted by Qumari terrorists, President Bartlet activates the 25th amendment to reduce their bargaining power and avoid any conflict of interest. With no Vice President in office, the presidency is handed over to the Speaker of the House, Bartlet’s chief political adversary, who adopts a tough stance on the situation. Meanwhile, with the arrival of twins Huck and Molly, Toby grapples with his ability to fully embrace and love them as a father.
